Story details

Syria’s sovereign-fund chairman Omar al-Halabi has set out a 90-day initial review of the fund’s assets, resources, liabilities and governance, according to state news agency SANA on October 22. His remarks, originally made to Syrian Al-Ikhbariya television, describe a planned assessment rather than completed audit findings.

Halabi said the review would examine the fund’s relationship with the state financial system and public budget, as well as oversight, investment management and returns. He said a new board would be announced soon and that the public would receive an account of the review’s results and the priorities for the following phase after 90 days.

He linked the exercise to professional management, transparency and accountability, and said investments should be judged by their effects on jobs and incomes. These are the chair’s stated objectives. The report provides no valuation of the fund’s assets, investment-return figure or completed restructuring, so it cannot establish whether the proposed reforms have delivered an economic benefit.
