Story details
A Scottish Government indicator report published on 7 October brings together the latest available data on medium-term Fair Work Action Plan outcomes. It says the share of regulated contracts awarded by public bodies that included a scored Fair Work First criterion increased from 25% in 2019/20 to 54% in 2023/24. In 2022/23, 95% of suppliers with a live Scottish Government contract had committed to pay the real Living Wage.
Between April 2025 and March 2026, public-sector organisations in Scotland awarded 5,720 discretionary grants with Fair Work First conditionality, worth nearly £4.0 billion in total. Exceptions were approved for 278 grants valued at £577.7 million. The report cautions that indicator periods vary and that data lags and quality issues remain, so the measures are not a single contemporaneous outcome score.
