Story details

The UAE Ministry of Economy and Tourism said on 11 October 2026 that it had reviewed Cabinet Resolution No. 136 of 2026, which it began implementing on 14 September. According to the ministry, the resolution fully exempts 29 services from fees. Eleven services are shared by student inventors and people with disabilities, including applications for patents, industrial designs, integrated-circuit layouts and utility certificates, as well as specified examinations, registration publication and annual protection fees for the early years.

Nine additional services for people with disabilities previously cost AED1,000–9,000, while nine additional services for student inventors carried fees of AED500–4,500. The ministry also reported that patent applications rose 9% year on year in the first half of 2026 and utility-certificate applications increased 21.43%; about 4,361 patent applications were filed in 2025. These are application counts; the future effect of the exemptions has not yet been measured.
