Announced on 8 October, the temporary programme covers owners of vessels under 11 metres fishing in the Oslofjord with gear other than shrimp trawls. Applicants must be listed in register B, have averaged at least NOK 400,000 in annual fishing sales over three years, have been born in or after 1958, and show that at least 40% of vessel fishing activity from July 2023 through December 2025 took place inside the no-fishing zones.

The NOK 5 million will be divided equally among eligible applicants, with a maximum of NOK 2 million per recipient. In return, recipients must leave commercial fishing in the Oslofjord. Applications close on 3 November 2026.
