Story details
The ministry’s source notice dated August 2, 2026 reported that Samra Electric Power Generation Company and Al-Mawaqea General Contracting Technology Company had signed an engineering, procurement and construction contract for the Batn Al-Ghoul wind project in Ma’an Governorate. This article reviewed the source on October 8, 2026; the notice does not separately give the exact signing day. The project covers the supply and installation of five turbines with combined installed capacity of 25 megawatts. The ministry said the Government of the United Arab Emirates would fully finance implementation through Masdar. This is a report of a signed construction contract, not an operating wind farm.
The contract follows a cooperation agreement concluded between the ministry and Masdar in February 2026. According to the ministry, Samra will operate and maintain the facility after construction is complete and it has been successfully commissioned. The 25 MW figure is therefore the planned installed capacity in the contract; it is not electricity already supplied to the grid or an annual energy total. The five-turbine figure counts equipment in the project scope. The notice does not state that each turbine has equal capacity, so no per-turbine rating is calculated.
The Batn Al-Ghoul project was presented as part of public investment to expand electricity generation from Jordan's wind resources. The notice does not provide a construction schedule, funding value, expected annual generation, connection point or commissioning date. Without those details, it is not possible to estimate when or how much energy the project may supply to the system. The ministry says the UAE grant will fully finance implementation but does not disclose its value. This article therefore assigns no dollar amount to the grant and does not infer a broader investment total.
The engineering, procurement and construction scope means design, equipment supply and installation are addressed within one contract framework. It does not mean site work is complete or turbines have been delivered and begun generating power. The ministry ties Samra's operating and maintenance role to completion of construction and successful commissioning. Subsequent milestones to verify would include the start of construction, turbine installation, grid connection and first generation; the August notice does not report those milestones.
The announcement gives a measurable description of the contract's capacity and equipment count. Actual generation can be assessed only after the facility is commissioned and operating data become available. Installed megawatts and electricity produced in megawatt-hours are different measures and cannot be interchanged; generation depends on operating time and site conditions. The confirmed development at this stage is the signing of an EPC contract for a five-turbine, 25 MW project, with the UAE through Masdar named as the full implementation funder.
