Story details

Environment Agency–Abu Dhabi (EAD) issued Resolution 03 of 2026 on measuring, reporting and verifying greenhouse-gas emissions in the emirate on 21 September. The resolution requires facilities within its scope to submit emissions reports for verification by assessors registered and accredited by EAD, according to the Emirates News Agency. It sets requirements covering verifiers’ technical competence and independence, as well as the preparation of verification reports.

The rules apply to facilities in targeted sectors whose greenhouse-gas emissions meet or exceed a threshold specified in the resolution. Operators must prepare measurement plans and reports, verify the data and register their facilities; facilities outside the scope may participate voluntarily in coordination with EAD and their sector regulator. EAD is to operate a digital database for receiving, verifying, storing and archiving emissions reports and documenting their sources. The announcement does not state the numerical threshold, and the rules should not be read as applying to every facility in Abu Dhabi.
