Story details

SOCAR said on 26 September that it signed a series of agreements and memoranda at the Second Azerbaijan International Investment Forum. Under a production-sharing agreement with ExxonMobil for exploration, development and production of unconventional hydrocarbons in Azerbaijan’s Middle Kura Basin, each company will hold a 50% interest and ExxonMobil will operate the project. SOCAR also exchanged a protocol with Italy’s Eni confirming completion of its acquisition of a 10% interest in the Baleine oil and gas development in Côte d’Ivoire. Following the transaction, the stated interests are Eni 37.25%, Vitol 30%, Petroci 22.75% and SOCAR 10%.

A framework agreement with Comstock Resources provides for exploring opportunities to liquefy and market gas attributable to Comstock’s interest in its Haynesville assets in markets outside the United States; the release does not announce a purchase or sales contract. An MoU with Apollo covers evaluation, due diligence and possible later agreements for investment in SOCAR upstream interests. Separate documents with SEFE and VNG set out cooperation frameworks in natural gas, LNG, infrastructure and energy transition topics, including hydrogen; they do not specify a funded project or delivery schedule.

The announcement also lists an agreement to deploy the Oracle Alloy platform in Azerbaijan. Caspian Mind AI is to become its operator in the country and offer Oracle cloud infrastructure services through locally operated infrastructure. The release does not confirm that the service is operational or disclose its capacity.

The documents cover different stages: a completed equity acquisition, a production-sharing agreement, and several memoranda or frameworks for assessing future opportunities.
