Story details

Norway’s Ministry of Energy estimated the combined 2027 cost of Noregspris and electricity-support schemes for households at nearly NOK 16.4 billion in its budget proposal presented on 7 October. The government proposes raising Noregspris from 40 to 45 øre per kilowatt-hour excluding VAT. Under the support scheme, the state would cover 90% of spot prices above a threshold of 79 øre/kWh excluding VAT.

The proposal includes NOK 12 billion for Noregspris electricity and nearly NOK 3.5 billion for electricity support, plus NOK 760 million and NOK 100 million for corresponding district-heating schemes. Nearly 1.9 million households had selected Noregspris for electricity by the end of September. The estimates use forward power prices and take-up recorded in June; the ministry says actual costs will depend on market prices, consumption and participation. These are proposed budget figures awaiting parliamentary consideration.
