An Emilia-Romagna budget amendment announced on 20 October would allocate €20 million to the regional health service and €10 million to local public transport to address higher energy and fuel costs. The administration said health providers’ energy bills were more than €20.2 million, or 11%, above the 2026 budget estimate as of 30 September, and nearly €38.3 million, or 22.5%, above 2025 actual spending.

Fuel and energy price increases had added about €15 million to local transit costs, including nearly €8.9 million for diesel, according to the region. The proposal was to proceed to the legislative assembly for consideration by mid-November, so the announced sums were proposed allocations rather than enacted budget appropriations.
