Story details

The European Investment Bank Group announced PATH 2 on 23 September, a framework intended to reduce administrative burdens for businesses seeking finance for green-transition projects. It will use climate information clients already disclose to assess Paris Agreement alignment and climate risk, removing separate EIB Group reporting requirements. Assessments will be deeper for counterparties facing the greatest climate risks, while higher-risk entities without a public transition plan will still have to publish one. The framework is due to take effect in January 2027.

In the same announcement, the bank said the boards of the EIB and the European Investment Fund had approved €11.5 billion in new financing. Of this amount, €3.4 billion is intended to strengthen Europe’s energy autonomy; the package also covers networks, wind and solar power, affordable housing, and health and education projects. The European Investment Fund separately approved a €2 billion securitisation package and more than €600 million in loan-portfolio guarantees to improve European small and medium-sized businesses’ access to credit. These are board-approved financing and guarantee instruments, not completed investments.
