Story details
Azerbaijan’s state budget received 26.49 billion manats in revenue in January-August 2026 and spent 22.77 billion, leaving a surplus of 3.72 billion manats. The State Statistical Committee’s monthly report, dated September 16, attributes the figures to operational data from the Finance Ministry. They are cumulative nominal flows over eight months.
The report also put strategic foreign-exchange reserves at $90.77 billion and external government debt at $4.56 billion as of September 1; the debt figure was 7.8% lower than a year earlier. Reserves and debt are stocks measured on a date, while budget revenue and spending are flows over a period. The report does not say that all reserves are budget revenue or immediately available cash.
