Story details
Pakistan’s Ministry of Housing and Works, with UN-Habitat Pakistan, launched the National Housing Policy 2025 in Islamabad on October 5. The government said it was the first national policy update in nearly 25 years. The draft framework sets objectives to expand affordable housing supply, strengthen land-tenure security, widen access to housing finance and upgrade informal settlements.
The ministry presented the policy as a planning response to a housing shortfall estimated at about 13 million units. At the event, officials also said PKR65 billion had been disbursed to first-time homebuyers under the separate Apna Ghar programme; that is a programme implementation figure, not a new policy allocation. Officials emphasized coordination as the framework moves toward implementation, but the release did not state a total budget for the new policy.
