Story details

Norway’s Ministry of Energy proposed on 7 October a voluntary scheme to provide municipalities hosting wind-power projects with production-fee revenue earlier. From construction start until a plant is fully operational, the state would advance 50% of the expected annual fee, so municipalities would not have to wait for the facility to begin operating.

The advance would accrue 4% annual interest and be offset against production-fee receipts once the plant is running. If a project is not completed or the advance is not fully offset, the municipality would have to repay the remaining balance. The ministry also cited an NVE scenario estimating 2035 electricity prices 6.7 øre/kWh higher without onshore wind and 8.4 øre higher without new offshore wind. Those are scenario estimates, not a price forecast or guarantee; the scheme itself remains a proposal.
